SDF's official command-line tool for Stellar: scaffold a contract project, build it to Wasm, deploy and invoke it, manage keys, sign and send transactions, and start a local or testnet node in Docker. Free and Apache-2.0. Stellar only, and contracts are written in Rust, so you also need the Rust toolchain and the Soroban SDK.
